Thomas Wargo was appointed the new Carroll Township Chief of Police Monday night.
____In a surprise move during a workshop meeting, Carroll Township supervisors voted to hire Corporal Thomas Wargo to fill the position of Carroll Township Chief of Police.
____When Ed Coble made the motion to hire Wargo under new business, Chairman of the Board Mark McCurdy reminded his fellow supervisors, “We don’t usually vote on things like this at a workshop meeting.”
____But Nancy Livingston expressed a concern that Coble would be on vacation and not present for next week’s regular meeting and Paul Walters’ on-going health issues might keep him away from the meeting as well, making it hard to get the quorum to vote if they waited.
McCurdy asked for a brief executive session, which lasted about three minutes. When supervisors returned, Wargo was hired with Livingston, Coble, and Bruce Trostle voting in favor and McCurdy voting against. Walters was not present at the meeting.
____Wargo was chosen the “officer in charge” after the resignation of Chief Sean Kapfhammer last August. He will be sworn in as the new chief at the Dec. 9 supervisors meeting.

____Carroll Township supervisors hashed out the final details of the 2014 budget during a workshop meeting on Nov 4. Next year’s income is expected to be approximately $30,000 less than last year, and expenses were adjusted to balance the budget. There will be no changes in the tax rate.
____The largest changes were in the police section of the budget where both Dillsburg Borough and Monaghan Township cut the number of hours they will be using Carroll Township police reducing income by over $139,000. Increases expected in tax revenues and small cuts in other areas were used to offset that. There is still enough in the budget to hire a full-time officer to replace one that left last spring and to replace one police vehicle.
____There is also a $15,000 drop in the secretarial/clerical category because last year included the purchase of new computers and software. There are no raises for staff in the budget this year.

____ An early morning fire partially destroyed a home Tuesday morning on Big Rock Drive in Warrington Township.
___ “A roaring sound coming from inside their bedroom wall woke up the homeowners, who then saw a glow in the corner of the wall where the chimney was located,” Wellsville Fire Chief Larry Anderson said. His unit was the first to arrive on the scene. The call came in at around 3:19 a.m.
___ “It appeared the fire started in the insert of the fireplace, ran the chimney chase to the roof line and across to the attic,” Anderson said.
___ Smoke was coming out of the stucture and the homeowners, Linda and Wayne Altland were already outside when they arrived, he said.

Loses in first round of state playoffs

____ In a span of just four days, the Northern girls soccer team experienced the highest of highs and lowest of lows.
____ The Polar Bears made program history on Saturday, defeating Trinity 1-0 in the District 3-AA championship game for the program's first district title in school history.____
____ Three days later, Northern's season was over with a loss to Dallas in penalty kicks in the first round of the state playoffs.
It was a sudden ending to the season for the Polar Bears, who finish the year with a 21-2 record.____
____ "Our seven seniors have contributed so much to our program both on and off the field and they will be missed greatly," Northern coach Mindy Smith said. "Even though our season ended sooner than we would have liked, we experienced much to be thankful for."

Northern’s Field Hockey team places 4th in the Capital Division.
____One of the little realized secrets about entering the playoffs is that only one team is going to finish with a victory. Unfortunately that team will not be the Bears this year. Northern fell 4-1 to the Berks Catholic Saints at Lower Dauphin last week, just one game away from playing for a berth in the state playoffs. The Saints stayed a step ahead of the Bears most of the night racing out to a 4-0 lead until Devon Hake’s diving backhand sweep found the back of the net enabling the Bears to avoid the shutout. In a rare moment of delicious symmetry, preseason polling placed them 4th in the Capital Division, but Northern blew away those expectations and not only captured the division title, but entered the District 3 tournament ranked – you guessed it - 4th. After a first round bye, the purple and white defeated Annville-Cleona 3-2 before ending up on the losing end of an absolute heartbreaker 1-0 against Lancaster Mennonite, yielding the goal with only 7 ticks remaining on the game clock. Boyer’s Bunch completed the campaign 17-4, 11-1 in divisional play.

The NHS Marching Band perform their 2013 program, entitled “Battle”, at the Navy-Marine Corps Memorial Stadium, at the US Naval Academy in Annapolis, MD on Nov. 2.
____Joining over 60 high school marching bands from throughout the Eastern Seaboard, the Northern High School Marching Band performed their 2013 program, entitled “Battle,” at the Navy-Marine Corps Memorial Stadium, at the US Naval Academy in Annapolis, MD on Nov. 2. The band earned a third place showing in its category, with awards for “Best Color Guard”.
____Northern’s presentation, “Battle,” is a highly choreographed combination of musical and visual components, precision marching movements, with dramatic colorguard dance and gymnastic displays. The program depicts a series of battles between opposing forces, integrating authentic martial arts movements and techniques performed in group synchrony. The series of musical and visual effects builds to a climactic battle in the culmination of the program.
____Each band is critically evaluated by a panel of experienced adjudicators, and several categories are scored, including Music, Visual, Overall Effect, Color Guard, and Percussion.
