Northern Business Park
Compliance debated: Officials say developer show compliance now;
developer says later

Pictured is the Northern Business Park Lot 1 plan proposed between Golf Course and Glennwood roads, Carroll Township. Conditional use hearings for the warehouses are now underway. The next three scheduled meetings are Feb. 15, 21, and 29 at 6 p.m. at the Carroll Township municipal building, 555 Chestnut Grove Road. Northern Business Park Lot #1 was first proposed by William Aiello of Crossroads Commercial Development, LLC, but was withdrawn on March 2, 2023. Aiello remains a managing partner in the venture with Steven Duncan and Keith Matzke of SDKM Dillsburg Land, LLC, a subgroup of Clarius Partners, LLC, a commercial development firm in Chicago.

Zoning ordinance requirements, wetlands impact, Franklin Township access to the development, Rt. 74 bypass/interchange, access roads, and truck traffic were among the topics discussed at the continued conditional use hearing for the Northern Business Park Lot #1 on Jan. 23 at the Carroll Township municipal building.
Nathan Wolf, one of two attorneys representing a large group of nearby residents objecting to the development, spent over an hour cross-examining Justin Kuhn, civil engineer for the 100-acre site proposed to house two large warehouses near the Northern elementary, middle and high schools.

Zoning ordinance requirements
Supervisor Kelly Wall who participated by Zoom addressed the emergency services notification required in township ordinance, telling Kuhn, “It's your responsibility to work with and notify them.” Wall scolded Kuhn for saying the township needed to provide proof that this was needed. According to Wall, “This was discussed early on; there's no way around it. I recommend you do what's been requested. Police and EMS/ambulance need to be contacted.”

Her comment came after Wolf had asked Kuhn if all emergency services had agreed to provide service to the proposed development. That was an item township engineer Phil Brath had raised in a letter to the developer back in October. Kuhn said he knew the fire chief had been contacted “because that was an issue”. Wolf responded that conditional use requirement places the burden on the applicant to ascertain capacity from fire, police, and EMS, but Kuhn disagreed. He said that was part of general use requirements that would come into play later, not conditional use that is the subject of the hearing.

Wolf asked if the fire chief assessed the impact of site access from Golf Course Road and was told No. He also determined that a letter from MetEd didn't specifically state ability to provide service to the development.

At the Giant Center in Hershey last weekend (Jan. 26-27), the Northern H.S. Varsity Cheerleading team made program history by becoming PIAA State Finalists for the first time. The cheerleaders participated in the 2024 PIAA State Competitive Spirit Championships after qualifying at Districts in December. In the preliminary round of the 3A Small Varsity Division on Friday, there were 35 schools competing from across the state of Pennsylvania. The Polar Bears performed a perfect, "zero deduction" routine on Friday, placing them in the top 10 of those 35 teams. This placement qualified them directly for Finals on Saturday afternoon. On Saturday in the Final Round, they finished 12th overall in the State.

“This was a huge accomplishment, being it is only the cheer team's 4th year competing,” said coach Meredith Warner. “The Northern cheerleaders will finish their season in Orlando at the High School National Cheerleading Championship the weekend of February 9th.”

Coached by Meredith Warner, Christine Shirk, and Shannon Graybill, members of the team include: Seniors Amber Markle, Hanna Blaschak, Clare Blaschak, Halie James, Hope Thomas; Juniors Kendall Beck, Kira Bidelspacher, Mia Delafield, Emily Harper, Delaney McNair, Sophia Lobo, Addison Ritter; Sophomores Haylee Alleman, Avery Cooper, Dawsen Canterbury, Julia Kellison, Mikayla Kolva, Peyton Leathery; and Freshmen Corinne Chizmar, Brooklyn Rotolo, Jordyn Siler.
