Under the newest environmentalprotection guidelines, Carroll Township must reduce its waterways pollution load by 80,000 pounds-triple the requirement from last year, supervisors learned at their recent meeting.
Carroll Township Engineer Phil Brath explained the new regulations during his annual Municipal Separate Stormwater Sewer System, or MS4, report.
The MS4 is a program mandated by the Environmental Protection Agency and administered through the Pennsylvania Department of Environmental Protection to assure that contaminants do not get into Pennsylvania waterways and into the Chesapeake Bay.
Brath reported that a permit the township was required to obtain had not yet been issued, but there was no violation because of changes at DEP. After a lengthy explanation of how those figures were reached, Supervisor Bruce Trostle asked for some clarification.

There's no doubt about it, growing up in Dillsburg and playing baseball in this town has provided JakeWarner opportunities and lessons that he might not have gotten anywhere else.
After developing through the feeder system with Dillsburg Youth Baseball, he starred for thePolar Bears varsity program under coach Brian Robison before eventually playing high-quality baseball for Pitt-Johnstown at the college level. Much of the success, Warner says, can be attributed to his time spent in the Northern baseball program.
Now he's ready to give back.Warner, a 2010 Northern grad, is the new skipper for the Polar Bears following the retirement of Robison after last season. He takes over a squad that went 18-4 last year and won the Mid-Penn Capital Division.
