Man eludes traffic stop, flees on foot

A pickup truck is disabled against the guardrail after the driver turned onto Chestnut Grove Road from Old York Road Saturday afternoon in an attempt to elude police.

____ A York Springs man who fled on foot to elude police in Carroll Township Saturday afternoon was caught and taken to York for booking.
____ Devin Stough, 19, was traveling on Old York Road at 4 p.m. when police witnessed him committing a summary traffic violation.
____ The cruiser, which was headed toward Dillsburg, turned around to stop the driver.
____ A chase ensued.
____ In an attempt to get off of the highway, Stough lost control of his truck and crashed into a guardrail as he tried to turn left onto Chestnut Grove Road.
____ Stough jumped out of the vehicle and fled on foot, leaving his girlfriend and her two children behind in the truck.
____ A foot chase began. Patrolman Josh Goodling was able to catch Stough and an arrest was made without further incident.

Police cruiser wins design award

Carroll Township Police Department won first place in a national police vehicle design contest, sponsored by Law and Order magazine.

____ Members of the Carroll Township Police Department celebrated a victory recently when they heard the news that they had won first place in a national police vehicle design contest, sponsored by Law and Order magazine.
____ Sergeant David Smith, who has worked with the department for nearly 20 years, said department staff is honored to receive the award. “Law and Order is a nationwide trade magazine and just to be mentioned in there and to be recognized is really great,” said Smith, of the magazine which boasts nearly 40,000 subscribers and 73,000 page views per month.
____ Smith commends Officer Terry Williams, who is in charge of the police fleet, for working in conjunction with Scott Ryder of Ryder Graphics in Mechanicsburg to develop the winning design for “Best Rear Warning.”
____ “This was a new design as we transitioned to the LAPD black and white color scheme, which many departments are now using. Williams did a great job working with Ryder and photographer Curt Werner and then taking the initiative to enter the contest,” Smith said.

No tax increase next year

____ The 2015 budget for slightly over $128,000 with no tax increase was approved for advertisement at their last meeting and will be available for inspection at the Franklintown Borough office. It is expected to be on the November meeting agenda for consideration and possible passage.
____ Council passed two ordinances. One established rules and regulations for the Archie Hess Memorial Park and brings them closer to being able to impose recreation fees on developers to support the park. The other did some tweaking to their zoning ordinance that contained some inconsistencies. There was a public hearing for each ordinance prior

Polar Bears crush Bulldogs

Northern's Bobby Shelly picks up big yardage going around the right end. On Friday, October 3, the Northern Football Team defeated Big Spring 28 to 7 at Bostic Field.

____Last Friday night, Northern evened their record to 3-3 with a 28-7 Homecoming win over Big Spring. The Polar Bears also improved to 2-1 in the Mid Penn Colonial Division while the Bulldogs fell to 2-4 overall and 0-3 in the Colonial. Northern increased their lead to 21-7 early in the fourth quarter as the late evening rain (as forecasted) began.
____Highlights included Bobby Shelly's steady running game as he led the Bears with 118 yards on 22 carries and one touchdown. Quarterback Curtis Robison went 8-for-14 for 108 yards in the air with two touchdowns and two interceptions. In another league match-up this Friday, October 10, the Polar Bears will travel to face the Shippensburg H.S. Greyhounds (2-4 overall and 1-1 in the Colonial).
____Northern scored in the first quarter as wide receiver Mike Kearney hauled in a 31-yard pass from Robison at 5:52. Aiden Alves’ steady foot, on the place hold by Justin Markle, added the extra point. The Bulldog's lone TD came in the second quarter when quarterback Garrett Chestnut connected with Tristan Robb on a 21-yard touchdown pass. Damien Porter made the extra point to tie it up at 7 apiece. Late in the second quarter, after Ethan Bell’s interception, Robison made a nifty pump fake and hit Jake Cromer in the right corner for a 28-yard touchdown at 1:21. Alves' kick made it 14-7 for the hosts.

Go hunt Pennsylvania

Bear-rich lands are now closed to hunting as the search for fugitive Eric Frein continues.

____ I sit in a jungle of green briars and undergrowth, as the rain comes pouring down, before taking a short break and then doing a repeat. There are a few hunters scattered around me—it is the first day of archery season for deer—a day I cannot miss, if only for the need to be out there.
____ By noon, the small amount of hunters were gone, a sign to me that they had not seen any deer. That afternoon I hunted until quitting time, not seeing a deer until I departed the woods and entered a small field on the way back to my Jeep. There in the high grasses, I saw two bucks sparring, something I’ve not seen in years. Both were legal bucks, and the one would have made any hunter happy. But, shooting hours had ended, and approaching within bow range would have been difficult if not impossible.
____ So, I played couch potato after church on Sunday, even having that bag of chips next to me that was featured in one of GoHuntPa’s videos. GoHuntPa.org, in conjunction with the Pennsylvania Game Commission, has started a campaign to bring hunters back to the fields and woodlands, using streaming video and apps you can download. The concept is to bring those hunters that have, for one reason or another, given up on hunting.
____ The new program can, and should educate hunters on how to make the best use of their allotted time to hunt. The app will allow hunters to purchase their license online, show them where to hunt, and provide maps indicating where to go. They even offer a section on what to do after you take a deer, including recipes on how to prepare the food for the table. There isn’t much that the site won’t do, other than to pull the bowstring or trigger for you. Season updates, and starting and quitting times are also posted.

____ We've reached the halfway point of the fall sports season and with that the Banner brings you the midseason report on Dillsburg's athletes competing at the college level.
____ This report will be divided into two parts. This week, we will take a look at local athletes playing college football, cross country, volleyball, tennis and golf. Next week's paper will feature local athletes playing college soccer and field hockey.

Special Farmer's Fair Section

Months of planning and enthusiasm go into 99th Annual Farmers Fair

Carl Shearer says he has Farmers Fair on his mind pretty much every day of the year. The 2014 fair starts Monday, Oct. 13 and runs through Saturday, Oct. 18.

____ On the calendar, it’s only one week of the year, but in the pages of Carl Shearer’s mind, Farmers Fair is written on just about every day.
____ “You’ve got Farmers Fair on your mind pretty much all year,” said the Carroll Twp. farmer who serves as president of the Farmers Fair and oversees some 100 committee members who are responsible for organizing and running the annual event.
____ Farmers Fair, which runs Oct. 13 through 18 this year, is a feast for the senses – all the way from the agricultural and exhibitor displays in the Community Hall to the myriad food offerings, cars and tractors lining Baltimore Street and, hey, where else can you possibly take in Ladies’ Barnyard Olympics?
____ Although it’s grown to be a lot more than agriculture, the fair has its roots in appreciation and celebration of those who plant and harvest crops and raise livestock, something fair organizers don’t want to forget.
____ “Today, farmers are scarce. You don’t see these things on a daily basis anymore,” said Shearer, who grew up on a farm in the Barron’s Valley and still farms today at age 75.
